Copilot adoption needs a coherent user entry point while work identity and tenant controls remain distinct

Define which Copilot experience is intended for business work, how users reach it with their work identity, what tenant controls and data policies apply, and where support begins when a user is unsure whether a task belongs in a personal or managed environment.
